Weatherization Subcontractor Mentorship Program: Connecting Nonprofits with New Opportunities

How Everblue’s Nonprofit Subcontractor Mentorship Program helped Hope Renovations prepare to enter North Carolina’s Weatherization Assistance Program network.

The Challenge

Expanding weatherization services takes more than funding and training. Programs also need qualified contractors who understand the requirements and are ready to work with local agencies.

For nonprofits already working in construction, moving into weatherization isn’t always straightforward. There are new technical skills to learn, program requirements to understand and relationships to build with the agencies delivering services.

Hope Renovations, a North Carolina nonprofit with construction experience, was interested in expanding its work into weatherization. At the same time, Central Pines Regional Council (CPRC) was getting started as a new NC Weatherization Assistance Program (WAP) subgrantee and needed to build a network of qualified contractors.

Both organizations were working toward similar goals, but needed training, guidance and the right connections to take the next step.

Everblue’s Approach

Through its NC Weatherization Pre-Apprenticeship Program, Everblue worked with Hope Renovations to build on its existing capabilities and prepare for participation in the NC WAP network.

Support included:

  • Technical training: Developing the specialized knowledge needed for weatherization work.
  • Program guidance: Helping Hope Renovations understand WAP requirements and subcontractor expectations.
  • Agency connections: Facilitating relationships within the NC WAP network to help translate training into potential contracting opportunities.
  • Ongoing mentorship: Providing guidance as the organization progressed toward subcontractor approval.

By connecting Hope Renovations with CPRC, Everblue’s support went beyond training to create an opportunity for the nonprofit to put its new weatherization skills to work.

The Results

Hope Renovations became the first participant in Everblue’s Nonprofit Subcontractor Mentorship Program to receive approval as a weatherization subcontractor with CPRC.

This was an important milestone for CPRC, which was still building its contractor network as a new NC WAP subgrantee. Hope Renovations’ approval marked an important step in expanding contractor capacity and bringing more weatherization services to the area.

The outcome demonstrates how targeted mentorship can help connect nonprofit organizations with agency needs, creating pathways into the weatherization industry while supporting the development of qualified contractor networks.

Key outcomes:

  • First mentorship program participant approved as a weatherization subcontractor with CPRC.
  • Connected an experienced construction nonprofit with a new NC WAP subgrantee.
  • Established a pathway for Hope Renovations to transition from technical preparation toward weatherization service delivery.

Jeff Gannon, vice president of construction and education at Hope Renovations, emphasized the value of the collaboration:

“The partnership with Everblue, Hope, and CPRC is such a wonderful example of the compounded benefits that can be achieved when folks work together. The benefit to Hope’s students is one where they gain a much deeper understanding of how a home is built–they get the House-as-a-System approach which helps the student expedite their knowledge base, increasing their employability and quality of work outcomes. Our communities benefit through the channeling of funds through CPRC to the now better trained workforce better able to deliver weatherization services, and Everblue is the catalyst that helped pull all of this together.”

What’s Next

Subcontractor approval is an important milestone, but it is also the beginning of a new phase.

Everblue will continue working with Hope Renovations and CPRC as they build their working relationship and prepare to begin weatherization projects. This includes identifying additional training needs, clarifying operational requirements, and supporting communication between the organizations.

The experience also offers a model for supporting other nonprofit organizations interested in weatherization. By combining technical training, individualized mentorship, and connections to agency opportunities, Everblue is helping strengthen the contractor pipeline supporting North Carolina’s Weatherization Assistance Program.

Building Capacity Through Partnership

Hope Renovations’ progress demonstrates that workforce development is most effective when training connects to real opportunities.

By helping nonprofits like Hope Renovations become qualified weatherization contractors, Everblue’s mentorship approach helps organizations expand their services while supporting local agencies working to make homes more energy efficient.
