Powering Progress Through Statewide Weatherization Partnerships

Texas Department of Housing and Community Affairs (TDHCA)

In partnership with the TDHCA, Everblue launched a modern Learning Management System (LMS) offering on-demand weatherization training for contractors across Texas. This platform makes professional development more flexible and accessible, empowering a stronger, more consistent weatherization workforce statewide. By combining Everblue’s national expertise with Texas-specific training, we’re helping the state build a safer, more skilled network ready to achieve its long-term energy goals.

 

Vermont Department for  Children and Families’ Office of Economic Opportunity (OEO)

Everblue partnered with the OEO to launch the Vermont Innovation, Efficiency, and Weatherization (VIEW) Center – a hands-on, accredited training hub dedicated to expanding the state’s weatherization workforce.

The VIEW Center supports Vermont’s goal to weatherize 120,000 homes by 2030 by training 1,600 participants over the next two years. This initiative connects education, job placement, and workforce development, to help Vermont build a skilled, energy-efficient future – one home and one career at a time.

 

Colorado Energy Office (CEO)

In collaboration with the CEO, Everblue developed a subscription-based training model that gives Weatherization Assistance Program (WAP) contractors access to over 10 industry-recognized certifications.

This on-demand learning platform eliminates travel barriers and streamlines certification access, enabling contractors to upskill at their own pace. Supported by CEO funding, the program is helping Colorado raise energy efficiency standards, improve workforce participation, and build a more resilient energy economy.

 

Georgia Environmental Finance Authority (GEFA)

Through collaboration with the GEFA, Everblue is delivering a comprehensive catalog of online and in-person training – including BPI, HEP, OSHA, and customer service courses – designed for every stage of a weatherization career. With courses available at accessible rates and offered in locations across Georgia, this partnership ensures that WAP professionals can upskill conveniently and affordably. Together, Everblue and GEFA are empowering Georgia’s weatherization workforce to enhance energy efficiency and improve comfort for households statewide.

 

Texas A&M University–Kingsville (TAMUK)

Everblue joined forces with TAMUK to deliver career-focused weatherization and energy-efficiency training across South Texas. This collaboration connects students and community members to flexible learning pathways – from foundational courses like Weatherization 101 to advanced certifications such as BPI Building Analyst Professional. Designed to meet the evolving needs of the industry, the program builds a direct pipeline between education and employment. Together, Everblue and TAMUK are empowering a new generation of skilled trades professionals and strengthening Texas’ weatherization workforce. North Carolina Department of Environmental Quality (NC DEQ)

Everblue’s partnership with the NC DEQ strengthens the state’s Weatherization Assistance Program (WAP). Contractors can pursue specialized career pathways and earn the West Virginia Certified Energy Contractor (WVCEC) designation – a 400+ hour curriculum designed to build deep expertise and industry readiness. By combining training incentives, professional certification, and streamlined onboarding, Everblue and the West Virginia Office of Energy are equipping local professionals to lead the state’s energy transition while strengthening communities and boosting economic growth.

Texas WAP Launches Online Training Platform with Everblue

The Texas Department of Housing and Community Affairs (TDHCA) has partnered with Everblue, a national leader in workforce development and energy efficiency training, to deliver a modern, on-demand learning platform for contractors participating in the Weatherization Assistance Program (WAP) across Texas.

Through this initiative, Texas WAP agencies and their subcontractors will have 24/7 access to a white-labeled Learning Management System (LMS) featuring an online catalog of weatherization and energy efficiency training courses. The two-year licensing agreement empowers the Texas WAP network with a scalable, flexible training solution to meet evolving industry demands and workforce development goals.

Training Tailored for Texas

The Texas WAP training platform will feature a blend of Everblue’s nationally recognized courses and Texas-specific materials, offering a comprehensive educational experience designed to support both new and experienced contractors. The course catalog includes essential topics such as:

  • BPI Building Science Principles

  • BPI Building Analyst Professional
  • OSHA 10 & 30 Construction Safety
  • NATE Certifications
  • Retrofit Installer Technician / Crew Leader

Each participant receives login credentials to a dedicated LMS instance branded specifically for Texas WAP, reinforcing the program’s commitment to state-specific excellence.

While certification exam fees are not included, Everblue streamlines the process by offering remote testing options and coordinating in-person proctoring sessions when needed.

Everblue Joins Goodwill and Accenture to Expand Clean Tech Training

Davidson, NC – September 19, 2025 Everblue, a national leader in clean energy training and certification, is proud to announce its new partnership with Goodwill Industries and Accenture to help expand the Goodwill Clean Tech Accelerator (GCTA). This program equips job seekers with hands-on training and industry-recognized credentials that lead to well-paying, future-proof careers in clean energy.

Under this collaboration, Everblue will provide its nationally respected curriculum and a “Train-the-Trainer” model to ensure quality and consistency across all GCTA locations. Goodwill will manage training facilities and hire local instructors, while Everblue trains and certifies those instructors and licenses its course content to each site.

The first training cohort under this new partnership will launch on September 15 in Greenville, SC, home to Goodwill Industries of Upstate/Midlands South Carolina’s (GIUMSC) newly opened Clean Tech Accelerator Lab – the only lab of its kind in the state. This location is part of a broader rollout, with the program expanding into multiple markets in 2026; the Clean Tech Accelerator is already active in Atlanta and Houston, where Everblue is licensing its curriculum

“We’re proud to partner with Goodwill and Accenture to help close the clean energy skills gap,” said Velvet Nelson, Director of Business Development at Everblue. “This is about building lasting training capacity in communities, so that clean energy jobs are accessible to everyone – not just those who can afford expensive training or live near a major city.”

Key Program Components:
  • Hands-On Student Training: Participants join intensive, full-time training cohorts that offer real-world experience in solar and storage systems, heat pump installation and EV charging infrastructure. Graduates receive nationally recognized credentials and job placement assistance – all within five weeks.
  • Instructor Certification (Train-the-Trainer): Everblue will train and certify 1–3 local instructors per site using a structured Train-the-Trainer model. This approach enables scalable, high-quality training delivery while building local workforce development capacity.
  • Certified Training Labs: Partner sites, like the Greenville Clean Tech Lab, are built to rigorous technical specifications and simulate real-world installation and diagnostic environments. These standardized labs ensure every participant is job-ready from day one.

This partnership supports GCTA’s mission to bridge the gap between job seekers and employers through practical, certification-based training. With the clean energy sector expected to add over 9 million jobs nationwide in the next decade, Everblue’s involvement helps ensure the workforce is trained, certified and ready to meet this growing demand.

When clients feel heard and crews feel supported, the entire program runs smoother.

Field teams are the face of the program. They’re the ones stepping into homes, explaining complex scopes of work, and building trust with clients who may be unfamiliar—or even uneasy—with the process. In those moments, the ability to communicate clearly, respectfully, and with confidence isn’t just helpful—it’s essential. It shapes how clients perceive the program, how smoothly the work goes, and how likely the team is to get it right the first time.

Everblue Earns IREC Accreditation for Retrofit Installer and Crew Leader Training

Everblue has been awarded IREC Training Provider Accreditation for its Retrofit Installer Technician and Crew Leader courses by the Interstate Renewable Energy Council (IREC).

An IREC credential is a nationally recognized mark of quality training in the clean energy industry. Students, employers, funders, and other stakeholders look for the IREC mark to find high-quality training that meets safety requirements and is aligned with industry needs.

“We pursued IREC accreditation to demonstrate our commitment to delivering the highest-quality workforce training in the energy efficiency sector,” said Chris Boggiano, president of Everblue. “The rigorous application process helped us validate our operations, and we’re honored to earn this recognition as a leader in clean energy education.”

Everblue’s accredited training programs prepare students to become Crew Leaders and Retrofit Installer Technicians, critical roles in the home energy retrofit and weatherization industries. These hybrid-format courses combine hands-on skills training with online coursework, allowing participants to gain practical experience while accommodating flexible learning schedules.

Everblue to Launch Vermont’s Weatherization Training Center

Everblue, a leading provider of sustainability and clean energy training, has been selected to launch the Vermont Innovation, Efficiency and Weatherization (VIEW) Center. This initiative, funded by a grant through the Department of Energy and administered by the Vermont Department for Children and Families’ Office of Economic Opportunity (OEO), aims to support the state’s ambitious goal of weatherizing 120,000 homes by 2030.

OEO plays a central role in Vermont’s weatherization strategy, overseeing training, quality assurance and support for the regional Weatherization Assistance Programs.

“The VIEW Center represents a major step forward in Vermont’s investment in energy efficiency, job creation and community development,” said Geoff Wilcox, OEO weatherization program director. “We’re proud to partner with Everblue to build a more skilled workforce that can meet the state’s housing and energy goals.”

Located at 41 Bailey Street, Barre, VT 05641, the VIEW Center will play a crucial role in expanding Vermont’s weatherization workforce. Over the next two years, the center plans to train 1,600 participants. The program will offer industry-recognized credentials and support job placement for new trainees.

To celebrate the official launch of the VIEW Center, Everblue and OEO will host a Launch Party on July 7, with state leaders expected to attend. The event will highlight the state’s commitment to workforce development and sustainable energy solutions.

They’re also excited about the five training pathways that will be launched at the VIEW Center, which include: Retrofit Installer Technician, Crew Leader, Single Family Energy Auditor, Quality Control Inspector and Weatherization Program Manager. 

This project supports Vermont’s investment in energy efficiency and workforce development. The VIEW Center will strengthen the state’s energy workforce pipeline and open doors to high-quality jobs in weatherization and home performance.

Building a Skilled Weatherization Workforce in North Carolina

A Growing Industry with a Shrinking Workforce

As North Carolina ramps up clean energy and weatherization efforts under the Weatherization Assistance Program (WAP) — bolstered by federal investments such as the Bipartisan Infrastructure Law (BIL) and Inflation Reduction Act (IRA) — a major challenge has emerged: a shortage of skilled, job-ready workers.

This shortage is especially pronounced among individuals from low-income and disadvantaged communities (LIDAC), who face barriers accessing the clean energy workforce. Without a pipeline of trained workers, the state’s ambitious sustainability goals are at risk.

North Carolina has expressed its intent to double or even triple the number of homes weatherized in the coming years, a goal that will require a significantly expanded and qualified workforce. Yet subgrantee organizations consistently report challenges in recruiting, training, and retaining enough contractors and technicians to keep pace with demand. The need for scalable, accessible, and accredited training is increasingly important.

A Pre-Apprenticeship Program Designed for Job Growth and Impact

To help meet the rising demand for skilled workers in clean energy and weatherization, Everblue, in partnership with Goodwill Industries of the Southern Piedmont, launched a practical, industry-certified Energy Efficiency Pre-Apprenticeship Program.

The program supports economic development and energy affordability by:

  • Reaching individuals from low-income backgrounds and creating clear pathways into stable, skilled trades.
  • Combining online instruction with hands-on, instructor-led training, giving participants real-world experience in energy efficiency.
  • Offering critical support such as transportation and childcare allowing more people to participate and succeed.
  • Building both technical expertise and job readiness skills, preparing graduates for long-term careers that support clean energy and energy-saving efforts across North Carolina.

This initiative is helping to create jobs, grow the local workforce, and build a foundation for future energy independence.

The program’s first cohort recently celebrated a major milestone with the successful completion of training, paving the way for career advancement and continued education.

     

Career Readiness and Community Empowerment

Over several weeks, participants balanced family life, jobs, and coursework to gain certifications in Building Science Principles, Weatherization 101, and environmental safety topics like asbestos and lead. Hands-on field training allowed them to apply concepts in real-world scenarios, building confidence and job-readiness.

  • 80% of graduates expressed strong intent to pursue careers in weatherization.
  • Participants are offered multiple post-training pathways: HVAC, Electrical, and Carpentry.
  • Local contractors are exploring opportunities to hire graduates.

Everblue Celebrates 10 Years as an IREC-Accredited Training Provider

Everblue, a veteran-owned workforce development and training provider, is proud to announce the celebration of 10 years of accreditation by the Interstate Renewable Energy Council (IREC), recognizing a decade of excellence in clean energy education.

“Being IREC Accredited for a decade is more than just a milestone—it’s a testament to our commitment to providing training that actually moves the needle,” said Chris Boggiano, president of Everblue. “We’ve worked hard to build programs that empower people, strengthen communities and meet the highest standards in the industry.”

IREC Accreditation is awarded to training providers, instructors, and master trainers that meet rigorous, third-party standards for curriculum design, student engagement, instructor qualifications and program outcomes. It ensures that training is relevant, responsive and rooted in defined job roles within the clean energy and energy efficiency industries.

Currently, only 30 organizations in the U.S. hold this prestigious credential. Everblue earned IREC Accreditation for its Home Energy Professional (HEP) Energy Auditor and HEP Quality Control Inspector courses—both of which qualify professionals to work on energy efficiency projects such as those funded by the U.S. Department of Energy’s Weatherization Assistance Program (WAP).

Over the past 10 years, Everblue’s IREC Accreditation has enabled successful partnerships with local and state governments, nonprofit agencies and contractors working to meet the rising demand for skilled clean energy workers, especially in low-income communities.

“IREC accreditation sets a national training standard for the clean energy sector, ensuring consistency and validating high-quality programs,” said Matthew Harris, Director, Workforce Training and Engagement at IREC. “Training providers undergo a rigorous review, including self-assessment, documentation, and on-site evaluations, to meet IREC’s standards. For over a decade, Everblue has demonstrated a commitment to delivering comprehensive, consistent, high-quality training nationwide.
