West Virginia HER/HEAR Program

Workforce Development Overview

The West Virginia Office of Energy has partnered with Everblue to lead all training and certification efforts across the state. Together with the WV Division of Labor and other key partners, we’re launching a new 8-month training program to build a strong, skilled energy workforce. This program combines online learning with real-world, on-the-job training.

A big part of the program is mentorship. Each apprentice is matched with an experienced energy professional who holds the West Virginia Certified Energy Contractor (WVCEC) credential. These mentors guide apprentices through hands-on projects, from home energy audits to large building retrofits.

Apprentices learn by doing—side by side with experts—while gaining technical skills, industry knowledge, and a deeper understanding of energy efficiency and compliance. By the end of the program, participants will be job-ready and prepared to lead. This is more than training—it’s a career launchpad.

Become a West Virginia Certified Energy Contractor (WVCEC)

Contractors who complete all required training will earn the West Virginia Certified Energy Contractor (WVCEC) credential—your ticket to exclusive project opportunities across the state.
