At Everblue, we’re proud to partner with state agencies, universities, and community organizations to advance weatherization workforce development and expand access to energy efficiency training. From launching hands-on learning centers to modernizing online training platforms, our initiatives help build a stronger, more connected network of clean energy professionals.
This Weatherization Day, we’re spotlighting some of the incredible work happening across the country through our partnerships with state Weatherization Assistance Programs (WAPs).
Powering Progress Through Statewide Weatherization Partnerships
Texas Department of Housing and Community Affairs (TDHCA)
In partnership with the TDHCA, Everblue launched a modern Learning Management System (LMS) offering on-demand weatherization training for contractors across Texas. This platform makes professional development more flexible and accessible, empowering a stronger, more consistent weatherization workforce statewide. By combining Everblue’s national expertise with Texas-specific training, we’re helping the state build a safer, more skilled network ready to achieve its long-term energy goals.

Vermont Department for Children and Families’ Office of Economic Opportunity (OEO)
Everblue partnered with the OEO to launch the Vermont Innovation, Efficiency, and Weatherization (VIEW) Center – a hands-on, accredited training hub dedicated to expanding the state’s weatherization workforce.
The VIEW Center supports Vermont’s goal to weatherize 120,000 homes by 2030 by training 1,600 participants over the next two years. This initiative connects education, job placement, and workforce development, to help Vermont build a skilled, energy-efficient future – one home and one career at a time.
Colorado Energy Office (CEO)
In collaboration with the CEO, Everblue developed a subscription-based training model that gives Weatherization Assistance Program (WAP) contractors access to over 10 industry-recognized certifications.
This on-demand learning platform eliminates travel barriers and streamlines certification access, enabling contractors to upskill at their own pace. Supported by CEO funding, the program is helping Colorado raise energy efficiency standards, improve workforce participation, and build a more resilient energy economy.
Georgia Environmental Finance Authority (GEFA)
Through collaboration with the GEFA, Everblue is delivering a comprehensive catalog of online and in-person training – including BPI, HEP, OSHA, and customer service courses – designed for every stage of a weatherization career. With courses available at accessible rates and offered in locations across Georgia, this partnership ensures that WAP professionals can upskill conveniently and affordably. Together, Everblue and GEFA are empowering Georgia’s weatherization workforce to enhance energy efficiency and improve comfort for households statewide.
Texas A&M University–Kingsville (TAMUK)
Everblue joined forces with TAMUK to deliver career-focused weatherization and energy-efficiency training across South Texas. This collaboration connects students and community members to flexible learning pathways – from foundational courses like Weatherization 101 to advanced certifications such as BPI Building Analyst Professional. Designed to meet the evolving needs of the industry, the program builds a direct pipeline between education and employment. Together, Everblue and TAMUK are empowering a new generation of skilled trades professionals and strengthening Texas’ weatherization workforce. We are looking forward to continuing our long-term partnership.
North Carolina Department of Environmental Quality (NC DEQ)
Everblue’s partnership with the NC DEQ strengthens the state’s Weatherization Assistance Program (WAP). Together, we’re modernizing operations with new WAP Management Software, expanding regional training centers, and launching apprenticeship programs to build a stronger, more connected workforce. These initiatives make weatherization training more accessible, streamline agency processes, and open career pathways in energy efficiency across the state. By combining innovative technology with hands-on workforce development, we’re helping North Carolina create jobs, improve home energy performance, and advance its clean energy goals.
West Virginia Office of Energy (WVOE)
Through collaboration with the WVOE , Everblue is delivering a series of no-cost, nationally recognized training programs that lead to certifications in energy auditing, installation, and more. Contractors can pursue specialized career pathways and earn the West Virginia Certified Energy Contractor (WVCEC) designation – a 400+ hour curriculum designed to build deep expertise and industry readiness. By combining training incentives, professional certification, and streamlined onboarding, Everblue and the West Virginia Office of Energy are equipping local professionals to lead the state’s energy transition while strengthening communities and boosting economic growth.
