Davidson, NC – October 1, 2025 – The Texas Department of Housing and Community Affairs (TDHCA) has partnered with Everblue, a national leader in workforce development and energy efficiency training, to deliver a modern, on-demand learning platform for contractors participating in the Weatherization Assistance Program (WAP) across Texas.
Through this initiative, Texas WAP agencies and their subcontractors will have 24/7 access to a white-labeled Learning Management System (LMS) featuring an online catalog of weatherization and energy efficiency training courses. The two-year licensing agreement empowers the Texas WAP network with a scalable, flexible training solution to meet evolving industry demands and workforce development goals.
Training Tailored for Texas
The Texas WAP training platform will feature a blend of Everblue’s nationally recognized courses and Texas-specific materials, offering a comprehensive educational experience designed to support both new and experienced contractors. The course catalog includes essential topics such as:
- BPI Building Science Principles
- BPI Building Analyst Technician
- BPI Building Analyst Professional
- OSHA 10 & 30 Construction Safety
- NATE Certifications
- Retrofit Installer Technician / Crew Leader

Accessible Training Anytime, Anywhere
Everblue’s online platform ensures that WAP contractors across the state can engage in training without having to travel, reducing the time and cost barriers traditionally associated with professional development. Each participant receives login credentials to a dedicated LMS instance branded specifically for Texas WAP, reinforcing the program’s commitment to state-specific excellence.
While certification exam fees are not included, Everblue streamlines the process by offering remote testing options and coordinating in-person proctoring sessions when needed.
